outsider group

outsider group
   A group that either does not want access to the corridors of power in Whitehall where decisions are made or is unable to attain recognition. In most cases promotional groups are outsider groups, kept at arms length from government, their activists finding that they are denied the chance to present their views to ministers and officials.
